Using CSS it should be easy. Even if you don't want the image to be your background.
You can use CSS to position the image and input fields and to make sure the image is displayed under the fields. Here is a good CSS Reference I use all the time:

Is it possible to have input fields 'embedded' on a picture. - I am
displaying a picture which takes a a fair size in the screen and I
wanted to have my 'USERID and PASSWORD' at the top left hand corner of
the picture rather than on a line above the picture - is this possible?
