Having installed CGIDEV2, this should have installed the necessary directives in your config file. One of which (AliasMatch) maps requests for cgidevo to cgidev2/demohtml. There you will find a member called 'Hello.html' If this does not work look in your http server logs in the IFS, particularly basic_error_log. You should find something there to explain why the file is not found. And after that it is CGI debug: see message 956 for the links to explain how to do that.
