I am no expert at directives but I believe that :- "Alias /mmail/start /qsys.lib/mmail.lib/htmlsrc.file/intro.mbr" should be "Alias /mmail/start /mmail/html/intro.htm"   Also, in the web based WRKSPLF, if you accept the default prompt and there are no spool files on any output queue, you get a screen saying "no spool files!", but you don't get the [restart] or [work with all printers] buttons.
