An option that would work pretty well would be to create a CL command that ends
the HTTP server. It would then submit the backup with the save while active
option set, and specifying a message queue to send the message. The CL program
that submitted the backup would watch that message queue, and when the message
arrived (usually within only a couple of minutes) that the backup has the
checkpoint, you can restart the server.
One quick question..do your web apps have the files open for IO? If they are
only open for input, then there would be no impact on the backup, and you could
leave the HTTP server running.
