With the dummy toolchain it would be using the system GCC if needed.
Explicitly using GCC-6.2.0 has resulted in certain binaries not being
build.

My initial thought is that you have a significant variance between with
an older version of CUDA and a newer version of GCC. We've successfully
built CUDA/7.5.18-GCC-4.9.2 for example. You may wish to try something
similar.
