Thanks for looking into an update to iomkl.
My 2 cents: there will be an OpenMPI 3.1.0 release fairly soon, so maybe
it's worth waiting for this?
I *think* that the main difference between OpenMPI 2.x and 3.x is
support for MPI-3, so the major version bump doesn't need to be a signal
of potential trouble...

new major releases ending in x.0.0 unless there is a clear reason

create iomkl-2018.02 using latest OpenMPI release in branch 2.x
