I'm no expert in issues like this, but I suspect it has nothing to do
with the Python installation itself.
Which Linux distro is this?
Do you have the ca-certificates RPM installed, which provides the local
certificates it seems?
Is the certifi extension installed as a part of Python (it should be by
default).

As far as I guess, Python 3.7.2 is installed without SSL certificates
populated. Is this correct? And if yes, how I'm supposed to install them?
