I can't see the code so I can't really say for sure. You could just try

toolchainopts = {
       'extra_fflags': '-fallow-argument-mismatch',
       'extra_f90flags': '-fallow-argument-mismatch',

   }

Apparently the extra option for FFLAGS is not being propagated.

What am I doing wrong?
