Hmm, as a test I just installed the RPM package on Rocky Linux 8.10 as
well as 9.7:
# dnf install python3.11-pip
The pip module is installed in the expected /usr/lib location on both
Rocky 8.10 and 9.7::
# /usr/bin/python3.11 -m pip --version
pip 22.3.1 from /usr/lib/python3.11/site-packages/pip (python 3.11)
So how did you install python3.11-pip?
