Heya. The firewall/router you have at work is designed
to block "incoming" connections. So for the same reason you
can't VNC directly to your work PC's, you can't make an
connection to an echoServer running on one of your work
PC's.
The easiest solution is to run your echoServer
somewhere where you can connect to it easily from both
home and work. Or, alternatively, use a friend's echoServer
who has their's running on a "public IP". If you only have
home or work networks to choose from, and hey both have
firewall/routers, you'll need to make some port-forwarding
adjustments. You can learn those details here:

That 2nd one is about VNC, but the ideas are the same.
As you probably know, by default, echoServer uses TCP port
1328 for connections, but you can change that to anything you
want in the main GUI.

PS: Of course...once you *are* connected to the echoServer,
all of your EchoVNC connections will work without any more
port-forwarding adjustments necessary.
