But earlier versions echoVNC did? And InstantVNC does but the
Mouse cursor is off to the right?
Not sure what you mean by use a different server to handle the session?

Hello! Yes, you're right: neither the latest EchoVNC
nor the latest InstantVNC have support for dual monitors. The
best workaround right now (for EchoVNC) is to configure the
server side to utilize a different VNC server than the one
that's "built into" EchoVNC. That is, use EchoVNC to make the
VNC connection, but have a different server actually handle
the VNC session.
Other than that, multi-monitor support is on the roadmap...
