The following issue has been resolved as NOT A BUG.

This is now the default configuration.
But you easily change this.
userListingMode are:
 - "all" : displays all users
 - "tabbed" : all users sorted by tabs (one letter => one tab)
 - "search_only"

search_only is the default mode.
