there is also a working draft on w3c (http://www.w3.org/TR/widgets/) for 
standardizing the creation web widgets.

I'm not sure which path to follow, the main issue with UWA (formerly netvibes) 
as I see, is that the API relies on a lot of helper functions (RSS feeds API, 
control API, etc), which makes is difficult to see where the specification 
begins and where it ends. Most of the widgets already written do low-level 
calls. IGoogle does not really support UWA, it only inserts the widgets using 
an IFRAME element.

In fact there is no universal standard as of today that is followed by any 
vendor. So maybe the work done on on w3c is the one to follow.
