On a multimachine setting the viewcodec manager is available in stateless. Not
in the core. Considering their could be more than 1 stateless, it makes sens
for the core not to call the service.
We could assume the NotificationConstants.DOCUMENT_URL_KEY is set by the sender
of the event.
