Prevent creation of pictures and notes in mail folder using D&D

When I D&D a .jgp file or a .html file in a mail folder, the picture or note
document is created in the mail folder. As document creation is not possible
via the interface, I think that it shouldn't be possible to create pictures and
notes in a mail folder via D&D.
Note : This only happens with pictures and note files (html, txt). When I try
to D&Dother files (.xls, .pdf, etc) it's ok : I get a message saying that the
operation couldn't be performed and the document is not created.
