The first two buttons are not actions, they open new management screens, you 
leave the canvas mode.

The "Themes" button is to get an overview of what themes are available and for 
choosing a theme to work with , there will be some information about 
permissions too. This is a bit like "File > Open" in a desktop application.

So when the "Themes" button is selected a "create theme" action will be 
available under "Actions", but it's hidden so you have to know it's there.

"Global presets" is not just for creating presets but for managing global 
presets (modifying, reorganizing, viewing, ..). So here again a "Create preset" 
action will be available under "Actions" (which is not just for "theme actions")

They can be renamed to "Theme manager" and "Preset catalog"
