don't delete the proxy when republishing a document

Unless recently corrected, when we publish a document A in version 1.0 and then
we decide to republish the version 1.1, the proxy is deleted and a new one is
re-created. This causes various problems :
- when url are based on UID, it is not possible to bookmark a document
contained in the sections (where as it is supposed to be a referential)
-relations are lost, ..
It would be nice not to recreate the proxy, but to update the version to which
it points out.
