Work Description: Added a workaround to prevent UserService from
complaing every time the system shuts down. this removes
the attempt to recompute the user manager when when the component is being
unregistered. I suppose there might be cases where a component is unregistered
and then you want to access the user manager (because you still have a
reference to it) but this seems pretty rare and currently it is very annoying
to constantly cause an NPE on shutdown.
