CJK(Chinese, Japanese, Korean) and i18n is not fully supported

CJK(Chinese, Japanese, Korean) is not fully supported. Especially when there is
CJK word in document titie/name.
1. Using Upload button to upload a document with CJK word in name, it is
displayed correct.
2. Using Drag and Drop to upload documents with CJK word in name, they are all
error encoding.
2. In the dashboard, all documents with CJK word in name are error encoding.
I wonder how can I handle documents with name/title or content of CJK.
