The DocumentRoutingPersistence is responsible for:
* creating the infrastructure for the models and instances to be persisted
* persisting the instances in a configurable way.
It checks if there is a DocumentRouteModels and a DocumentRouteInstances and
create them if none
It copy the DocumentRouteModel to the instances location
