add operation and operation chains

create operation that (in NXCM code):
- distribute a case
- distribute a case for action (creating an action case link)
in DocumentRouting code:
- resume an action
for last operation, a simple class should be contributed in API that take a doc
Id and can resume the task (set the step to done, get the parent and run the
parent)
Task is done when operation are unit tested
