Resolution: Fixed
WebEngine modules can now declare services when dev mode is false.
By default a nuxeo distribution is not in dev mode. To se the dev mode you need
to add a runtime property:
org.nuxeo.dev=false
In this mode services declared in webengine will not work since classes will be
added to isolated webengine module classloader (that cna be used to hot reload
webengine modules)
