Resolution: Not A Bug
The "Users and Groups" in the Home are for non-administrators users that want
to search for Users and Groups. It's also where you are redirected when viewing
a User or a Group for instance from the Rights tab of a document).
The "Users and Groups" in Admin Center are for administrators.
