nuxeoctl.exe should not be used (neither available) since 5.4.1.
JAVA_OPTS is read from nuxeo.conf by nuxeoctl.bat since 5.4.2; for earlier
versions one had to edit nuxeoctl.bat.
Which Nuxeo version did you use ? Isn't there a nuxeoctl.bat instead of
nuxeoctl.exe ?
