Automatically add the workflow contribution to new document types

Currently, users have to add 2 extensions to enable workflows on their custom
document types. But, even if they haven't added the extensions, the Workflow
tab is listed in the tabs that users can disable on their document type. This
can be confusing.
Would it be possible to have workflow automatically enabled on new document
types?
