Add Pending status for News Item Document Type

Now news items are directly publish as public or private, but can't be
published into a wished date. Target of this task is to add this possibility
and also to let the author work in multiple session without directly publish
the document.
- As an Administrator of the SW, I create a news item.
- 2 status is proposed for it : public, restricted to the SW
- a start publication date widget is proposed that is a list of radio button
with following items :
- a calendar with a radio button behind
- a label "now"
- a label "not yet"
- end publication date widget (displayed only if start publication date is
filled) is proposed that is a simple calendar
If "start publication widget" is different of not yet the document is published
with the visibility set.
Into the form view on the top right:
- if the document is not yet published the following text is written: "On hold
Document | publish now". "Publish now" is clickable.
- If not "Document published | Unpublished"
Into the Library:
- for Social Document 3 buttons are proposed :
- delete
- publish/unpublish
- if document is published: make it public/restrict to the SW
