Summary: Fix permission set when adding participants to a workflow (was:
ACP Workflow don't give specified access into workflow to a participant)
The workflow should add permissions to current participants, at least Read,
maybe also Write.
It seems it's correctly set when participant is added before the workflow is
started, but not when adding him/her after.
