2 years after the move to Java, the "supposed" easy migration
of CPS document bases to the new Nuxeo is still a lie.
CPS has had (for a long time) a clean and XML-based export format.
Nuxeo EP has had, for quite a long time too, an import/export
procedure, with a well documented XML-based format:

We've also developed the Nuxeo Shell, which provides a command-line
interface that makes it possible, among other things, to import files
from the filesystem to the Nuxeo repository:

What remains to be done to connect the dots is a transformer from the
CPS export format to the Nuxeo EP import format.
So far, no customer has asked us to develop such a tool. So
- either someone (you?) with an actual need develops this tool, and
gives it to the project (or publishes it on his own)
- or you wait for someone to pay us for this tool, and we will make
it part of the project like everything we do for a customer that is
generic enough to be interesting to other people (as long as the
customer is also happy with that, which is almost always the case).
That's the way open source development works.
