TITLE:                Heritage Database Manager

SUPERVISOR:           Database Program Manager
                      Illinois Department of Conservation
                      Natural Heritage Division

The Data Manager will be an employee of the Nature
Conservancy, detailed to the Illinois Heritage Division in
Springfield. The Data Manager will work under the direct
supervision of the Illinois Heritage Program's Database
Program Manager. The Illinois Nature Conservancy's Planning
and Operations Manager will join with the Heritage Database
Program Manager in setting long-range goals and priorities for
this position, and in evaluating job performance.

LOCATION:             Natural Heritage Division,
                      Springfield, IL

DURATION:             One year


SUMMARY OF POSITION:

The Heritage Database Manager will be responsible for planning
and carrying out a comprehensive program to improve the
quality and breadth of the information contained in the
Illinois Heritage Database, and establishing and carrying out
systems for regular and efficient exchange of data between the
Heritage Division and Illinois offices of the Nature
Conservancy (TNC). Primary responsibilities of this position
fall into two broad categories, each of which is expected to
claim roughly half of the Database Manager's time:

     - planning and establishing the procedures and systems
     needed to make the Heritage database complete,
     consistent, and readily accessible in a cost-efficient
     manner; and

     - managing the exchange of data between the Heritage and
     Conservancy offices, including responding to requests
     for reports from the Conservancy, and including learning
     to use Arcview to produce GIS products from the
     database.


DUTIES:

1.   Comprehensively assess the state of the database with
     regard to the completeness of its data relative to what
     information is available, the consistency of its data,
     its accessibility and ease of use, the efficiency and
     completeness of existing procedures for updating and
     quality control, and other issues as identified in
     concert with the responsible staff at IDOC and TNC.

2.   Develop with IDOC and TNC staff, and then implement, a
     comprehensive plan for addressing needs and problems
     identified through item 1.

3.   Develop, establish and maintain systems and procedures
     for maintaining the database's quality, integrity and
     accessibility consistent with the goals identified as
     part of step 2.

4.   Respond in a timely manner to TNC data and report
     requests.

5.   Under the direction of the Heritage GIS Manager, become
     proficient at using Arcview to produce GIS reports from
     the database.

6.   With TNC personnel, coordinate the regular and
     consistent exchange of data between Heritage and TNC
     offices.

7.   Design and initiate a comprehensive ranking of files
     within the Heritage database.


ENTRANCE REQUIREMENTS:

1.   At least one of the following:

     A:    Two or more years experience in the support and
           administration of relational databases or other
           complex multi-user software, including long-range
           planning, and providing data products for both
           in-house and external clients.

     B:    Two or more years experience supporting
           researchers using UNIX- or DOS-based computers to
           record, sort, and analyze scientific information.

Familiarity with the Nature Conservancy's Biological and
Conservation Data System, and the national network of Heritage
databases, is preferred but not required.

2.   Proven experience working on complex projects or
     programs involving multiple teams and individuals.
     Documented success in achieving results on schedule.

3.   Experience in the non-profit, government and/or
     conservation sectors.

4.   A bachelors or advanced degree in computer science or a
     related field, or in natural resources or a biology-
     related field.

5.   Cooperative work ethic, strong leadership abilities, and
     good decision-making skills.

6.   Ability to work as part of an effective team and to work
     with a wide range of people.

7.   Excellent communication skills, verbal and written.

8.   Willingness to work on a flexible schedule, which could
     include evenings and weekends, and will include travel
     within Illinois.

9.   Commitment to the conservation missions of the Illinois
     Department of Conservation and The Nature Conservancy.


STARTING SALARY
Mid-20s, depending on experience.
