YOUNG BILL REMOVES ELEPHANT PROTECTIONS:  Provisions in the ESA which
protect foreign wildlife including elephants, leopards, and antelope
would be eliminated in the ESA "Roll Back" bill filed in the House
yesterday by Reps. Don Young and Richard Pombo.  The measure, HR 2275,
reflects recommendations made to Young in a March 10 letter from the
governments of Zimbabwe, Botswana, Malawi, and Namibia.  The Humane
Society of the US released a statement that HR 2275 "is an extreme
measure that would promote trophy hunting of threatened species abroad,
flood American markets with threatened animals captured from the wild,
and put foreign interests ahead of US law and the will of the American
people."  The bill lifts all ESA controls on the importation of sport-
hunted trophies of threatened species, and forbids the US from imposing
stronger import restrictions on threatened species than those required
by the CITES treaty.

FLOOR VOTE IN OCTOBER?:  HR 2275, the ESA "Roll Back" bill introduced
yesterday, will be considered in the House Resources Committee later
this month and will be on the floor of the House for a vote "before
November," says Resources Committee Chair and bill author Don Young.  In
announcing the bill's introduction, Young was accompanied by Reps. Billy
Tauzin (R-LA), Cal Dooley (D-CA), Richard Pombo (R-CA), Bill Brewster
(D-OK), Bill Thomas (R-CA), and Henry Bonilla (R-TX).  Young said that
there are currently 95 Members of the House cosponsoring HR 2275, but a
list was not available.

BUSINESS, SCIENCE, HEALTH VOICES OPPOSE YOUNG:  Patagonia, the Pacific
Coast Federation of Fishermen's Associations (PCFFA), the Missouri
Botanical Gardens, the Herpetologists League, Marketing Results, Inc.,
the Pacific Rivers Council, the U.S. Public Interest Research Group, the
Zoological Society of Philadelphia, and the American Humane Association
were among the groups or businesses issuing statements today in
opposition to HR 2275, the Young-Pombo "ESA Roll Back" bill.
"Politicians who choose to trade our incredible biological heritage for
corporate greed and private property owners' lack of responsibility do
our country a grave disservice," said Yvon Chouinard, owner of
Patagonia. "If this bill were law, it would have devastating economic
impacts on the commercial fishing industry and the thousands of fishing
families we represent," said Glen Spain of the PCFFA.

TROUT TO BE LISTED?:  Protection of the steelhead trout in the Pacific
Northwest under the ESA is the objective of a suit filed in federal
court in San Francisco by the Federation of Fly Fishers, Washington
Trout, and other conservation groups.  The suit seeks to force a
decision by the National Marine Fisheries Service to list the trout as
endangered, according to an article in USA TODAY.  Steelhead sport
fishing was worth $31.7 in Washington, Oregon, and California in 1990,
according to fishing officials.
