Red wolf program wins victory RALEIGH, N.C. (AP) - A federal judge has upheld the federal government's power to protect red wolves, effectively nullifying a 1994 state law allowing people to kill the animals if they stray onto private property. The ruling, issued by U.S. District Judge Terrence W. Boyle on Dec. 21, at least temporarily thwarts a legal challenge to the 11-year-old red wolf recovery program in eastern North Carolina and the federal Endangered Species Act. "Defendants in this case have demonstrated that tourists do cross state lines to see the red wolf, and that these tourists have an impact on commerce," Boyle wrote.
