I'm not quite sure what you mean by "capacitating" But if it means  
relocating I can't even begin to explain what a awful Idea that   
would be.

Plus the Antarctic Conservation Act wouldn't even allow the  
consideration of the discussion of the contemplation of bringing  
polar bears to an area where the largest land animal is a wingless  
midge.

I don't think the bears would like it either...
