George; thanks for the link! I am enjoying reading the further links on the expectmore.gov website, the ones that explain why the program in question is deemed 'ineffective.' In some cases, the methods used to gather data are incomplete or biased, a plan does not exist to effectively prioritize and implement recommendations that are created by the program, and no way to determine or measure long-term results. I think that planning for long-term evaluation in an unbiased and coherent way would be one of the most important ways a program can be considered 'effective.'
