Sure, R will both analyze and plot circular data, and it's free! Go to http://cran.r-project.org/ for more information. The packages CircStats and circular will be most useful for what you need.

I want to graph circular data, and to compare mean direction of tree-fall =
and slope aspect. I am using SAS code to generate means (Rayleigh and =
