The Office of Environmental Markets (OEM, formerly OESM) is a new office 
created within the U.S. Department of Agriculture to catalyze the development 
of environmental markets. OEM has a unique and critical role in the Federal 
government’s efforts to develop uniform standards and market infrastructure 
that will facilitate market-based approaches to agriculture, forest, and 
rangeland conservation. OEM is working across government and with a variety of 
experts and stakeholders to help build a national, transparent market system 
that is scientifically credible, accessible to landowners, and robust. 
 
OEM is seeking two energetic, high-performing graduate students to join our 
team for a three-month summer fellowship beginning June 2010. OEM Summer 
Fellows will be responsible for a research project and staff support in 
carrying out the mission of OEM. Job duties will include: research and 
assessment of environmental market developments and policy issues with a focus 
on carbon, water quality, biodiversity, and wetland markets; analysis of 
ecosystem services valuation concepts and strategies for integrating markets; 
meetings and consultation with stakeholders and partners; articulation of 
policy recommendations via policy briefs and memorandums; and general support 
for day-to-day OEM operations. 
 
Candidates for a summer fellowship with OEM must be enrolled in a graduate 
program in natural resources, environment, forestry, agriculture, or related 
field. Other qualifications include: 
• Excellent writing skills 
• Demonstrated superb analytical and critical thinking skills 
• Demonstrated ability to assert initiative and leadership 
• Commitment to land conservation 
• Experience with private sector/finance and/or environmental markets a plus
