Link to job posting: http://chk.tbe.taleo.net/chk01/ats/careers/requisition.jsp? org=ECS_FEDERAL&cws=1&rid=1752 Job Description: ECS has an opening for a program administrator to support the NOAA Fisheries National Systematics Laboratory (NSL) to assist leadership and project managers with ensuring that individual project goals align with the goals of the NSL, and provide overall program management support. Responsibilities include: • Assist in establishing plans and goals for each project. • Respond to routine correspondence and refer non-routine matters to subject matter experts. • Facilitate individual project support by processing paperwork for incoming and outgoing short-term personnel including. volunteers and fellows in educational experience programs, and visiting scientific investigators conducting research at the NSL. • Prepare technical documentation of program and administrative activities including recording and disseminating meeting minutes, and maintaining a file archiving and record keeping system for program and administrative records. • Coordinate travel arrangements, including preparation of official travel authorizations (foreign and domestic) and travel vouchers (within 5 days after travel is completed) in the Travel Manager Program. • Assists with program support system functions including maintaining property management (physical inventory and property database), assisting with scientific supply purchasing and credit card reconciliation, preparing packaging labels for priority/federal express shipping of scientific samples and other project related items. • Retrieve incoming time and attendance records, reconciling data discrepancies between the National Finance Center and Workforce Management and suggesting process improvements. Required Skills: • Associate’s degree from an accredited university/college • 2 years’ experience in program management support for project planning, progress tracking, and formal reporting of ongoing tasks. • Strong communication skills, verbal and written. • Strong organizational skills. • Proficient in Microsoft Office (Word and Excel), electronic mail, web browsers, and data base manipulation. • Aptitude to learn and effectively use NOAA Fisheries and U.S. Government data entry systems. • Contractor staff must be able to pass basic security screening. Desired Skills: • Capability to provide analytical recommendations for process improvement.
