Dear Khalil
It doesn't cover an urban area, but the Milagro Beanfield War is an excellent 
Hollywood film for examining community goals and tradeoffs with regards to 
resource development (water in New Mexico), especially for low income 
communities.  The main problem is that the movie runs pass one typical 
classroom lecture in terms of time.  I have made the bargain with students if 
they come to see the movie at an after-hours time then we will cancel one class.
