Hello Dave, concerning the processor you could have a look at the AT91SAM9261 or AT91RM9200.
The USB stack from Jungo is ready to use for eCos but you pay real money for it. If you look for an alternative you could also check http://www.on-time.com/rtusb-32.htm The money you can save here you presumably spend on integrating it into eCos.
