Well, yes, the Cortex-M and Cortex-A families both have Thumb2 support in common. However, there are pretty significant differences between them: A series: cache/MMU, ARMv7-A instruction set, VFP, Jazelle, NEON, MPcore (A9,A15) M series: no cache/MMU, ARMv6-M ARMv7-M(E) instruction sets, FPU (M4), SIMD (M4) I would think the differences are enough that a new Cortex-A hal should be added. This may be more than you bargained for, but seems like the 'right' way to go. This is just my 2 cents on it.
