XMLDocument - encoding in XML prologue

Hello list!

I needed a functionality that includes the following string in XML prologue:

encoding="someEncoding"

This wasn't possible with the "latest" release of ECS. So I peaked into source code and added that functionality in XMLDocument.java.

If that is of some interest to you, let me know or better yet - tell me how to get a password for CVS for me to commit the changes in the apache repository.
