New CVS Commiter

[Stephan Nagy]

As Robert Burrell Donkin has been contributing his time in both
supporting the mailing list and contributing to the codebase I would
like to get him set up as a cvs committer.  As stated in the roles on
http://jakarta.apache.org/site/roles.html I'm asking you guys to give me
a +1 or -1.

Incase its unclear i'm +1.
