Julie,

the XML standard itself does not mandate this. The DTD (if it is used)
may specify that this is necessary, but it could also specify any
order of "fields". For practical use, just like in UN/EDIFACT, it does
not really matter in what order you provide the "fields" as long as it
is clear what information goes with what and what the role of the
"fields" is. Just like it does not matter if you specify buyer address
or delivery address first.
