an Open Source license.

- Internal file builder not setting occurs clause for segment
definitions.
- changed default of 0 to 1 for the occurs value when building
segments in the XML Rules Parser TransactionSetFactory.
- corrected small bug in segment parser dealing with repeating
subsegments.
- Introduced new static classes for fixed/optional envelope segments
