TDCC stands for
Transportation Data Coordinating Committee, came out of the trucking industry,
was used by everyone in transportation thru about 1987, and it's very OLD...
prior to almost anything in the way of standards. This is where they used
to argue about whether or not an asterisk should be used as a separator...
things like that. Quite a number of heavy hitters still use version M/8 of
the TDCC standard... just no reason to change.
