The answer is:  It depends.  The purpose of the UNA is to provide an
indication of the separator characters which are to be used in the
accompanying interchange.  Each character set has it's own default
separator characters (this actually varies depending upon the version of
the syntax that is used).  If you use the default separators appropriate to
the character set and syntax version, the UNA is unnecessary.  If you wish
to change any of the separators, the UNA must be included and must specify
all separator characters used even if only one of them is changed from the
default.

For UNOA in Syntax versions before 4, the separators are:

+ for element separator,
' (apostrophe) for segment terminator,
: for component element separator,
? for release character and
 or , for decimal separator.

For UNOB in Syntax versions before 4 (and UNOC, UNOD, UNOE, UNOF in version
3) the separators are:

IS4 for segment terminator (hex 1C),
IS3 for element separator (hex 1D),
IS1 for component element separator (hex 1F),
. or , for decimal separator and
no release character default is defined.

For all character sets with Syntax Version 4, the separator defaults are:
+ for element separator,
' (apostrophe) for segment terminator,
: for component element separator,
* for repeating element separator (new),
? for release character and
. or , for decimal separator (no longer included in UNA).

For newer versions of the ISO documentation, you probably ought to look at
http://www.gefeg.com/jswg.  They have the Syntax version 3 and syntax
version 4 on-line at their site.
