Mike,
        There are a lot of good AS/400 based ERP packages available. However
the term "Cheap" is relative. It may be possible to get a "Cheap" package
but, keep in mind, you tend to get what you pay for. In most cases, you are
better to pay a little more up front to get a more robust package which will
cover all of your business needs than to buy a smaller less expensive
package which will then need add-on modules or extensive modifications in
order to get it to accomplish the tasks you require of it. There are several
different packages you may want to look at, all of which run on the AS/400.
Look into JD Edwards, GEAC's System/21 (formerly JBA), BPCS, and, if your
open as to what the package is developed in, MFG Pro. These are all stable
and fairly robust systems which should be capable of supporting all of your
processing needs -- including EDI interfaces.

Does anyone have any suggestions for the following ERP package to run on
AS400?

Basically a good General Ledger/Financial package with modules to do Order
Entry, Payroll, Accounts Payable, Inventory Control, Manufacturing Control
all in an integrated system.  There are some fairly inexpensive packages
around that will do these functions, but I'm really looking for flexibility.
I'd also like it to be "EDI enabled", of course.
