The repetition separator is used to delimit or separate repeating data
elements. A repeating data element is a simple or composite element that
repeats n times. Thus, a repetition separator now joins the other three
types of separators or delimiters, as they are termed in X12.6: a segment
terminator, a data element separator, a component element separator, and a
repetition separator. All four of these delimiters are declared in the ISA
segment, i.e., element separator = first character immediately following the
segment ID ISA; segment terminator = character in byte position 106 starting
with the ISA string; component element separator=ISAI15; repetition
separator=ISAI65.

The repeating data element is a new X12 construct effective with Version
004030 and therefore also requires an appropriate delimiter.

Here is what X12.5 says about delimiters in Section 4.3:

"The delimiters are assigned by the interchange sender. These characters are
disjoint from those of the data elements; if a character is selected for the
data element separator, the component element separator, the repetition
separator or the segment terminator from those available for the data
elements, that characters is no longer available during this interchange for
use in a data element. The instance of this terminator <tr> must be
different from the instance of the data element separator <gs>, the
component element separator <jus> and the repetition separator <rs>. The
data element separator, component element separator and repetition separator
must not have the same character assignment."
