You might be able to do it by 'inverting the hierarchy' and specifying
7 items of y in package ABCD
9 items of z in package ABCD
using the PAC group which lies under LIN. There are elements in there
which could be abused to carry your 1 and x if they are required.
Whether this would be acceptable to your trading partner(s) is another
matter.
What you want to express would be easy in a shipping message, but is
less conventional for an order.
