You are correct. We were the primary author so we did not have to buy this
particular one.  We do buy other ISO standards.  Sorry for the error.

It may be publicly available, but ISO standards are in general not free.
They are copyrighted and must be purchased from ISO or a member body
organization (like ANSI) that sells standards.  ANSI will sell ISO/TS 20625
for USD 119 (ISO sells it for CHF 150)  ISO supports itself through the
sales of standards.
