General comment:
It has always been my understanding that the 997 Functional
Acknowledgement Transaction Set is only for communicating the results of
Syntactical Analysis and not Semantic meaning. Unless I am missing
something when reading the transaction set Purpose, Scope, Notes and
Comments.
